Just… Wow.  

Does it occur to Mr. Bachus that if regulators were meant to serve the banks then we would not need them, nor if we still had them label them regulators?

to regulate:  to govern or direct according to rule, to bring under the control of law or constituted authority

to serve:  to comply with the commands or demands
